In December 2025, the “Climate Action Pathways for Island Transport (CAP-IT): Accelerating the Decarbonization of Samoa’s Land and Maritime Transport Sectors”, implemented by the United Nations Development Programme (UNDP), was completed upon reaching the end of its planned implementation period.
This project was implemented by UNDP in partnership with the Government of Samoa, with the support of the Government of Japan. It aimed to promote the decarbonization of Samoa’s land and maritime transport sectors and was carried out from February 2023 to December 2025.
On 12 December, a handover ceremony for five electric boats (e-Alias) was held on Manono Island. The ceremony was attended by H.E. Mr. Ryotaro SUZUKI, Ambassador of Japan to Samoa; Hon. Toelupe Poumulinuku Onesemo, Deputy Prime Minister and Minister of Works, Transport and Infrastructure; Hon. Auapaau Mulipola Aloitafua, Speaker of Parliament; Ms. Aliona Niculita, UNDP Resident Representative to Samoa; and other distinguished guests. The e-Alias vessels are zero-emission electric boats and represent an important step toward a more sustainable future for maritime transport in Samoa.
In addition, on 16 December, a final public closing ceremony was held to commemorate the completion of the Driving License Program for Women, implemented as part of the CAP-IT project’s gender-related activities. This program contributed to promoting women’s social participation and empowerment in the transport sector.
Japan positions climate change action and decarbonization as key areas of cooperation with Pacific Island countries. The CAP-IT project is aligned with Japan’s commitments expressed at the 10th Pacific Islands Leaders Meeting (PALM10) and contributes to Samoa’s sustainable and climate-resilient development.
The Government of Japan will continue to support initiatives toward a sustainable future for the Pacific region.
