On 27 October 2026, a signing ceremony for the Exchange of Notes under Japan's Grant Aid for the Economic and Social Development Programme was held at the Office of the Prime Minister of Samoa. The Exchange of Notes was signed by H.E. Mr. SUZUKI Ryotaro, Ambassador of Japan to Samoa, and Hon. Laaulialemalietoa Leuatea Polataivao Fosi Schmidt, Prime Minister of Samoa, in the presence of Mr. FUJII Kazuhiro, Parliamentary Vice-Minister for Foreign Affairs of Japan. The grant amounts to JPY 470 million (approximately SAT 8.25 million).

The project aims to improve the quality and safety of healthcare services in Samoa through the provision of Japanese-made medical equipment for emergency care, surgical procedures, laboratory testing, and maternal healthcare. The assistance will focus on Tupua Tamasese Meaole (TTM) Hospital, a major hospital in Samoa located on Upolu Island, while also supporting Malieta Tanumafili II Hospital on Savai'i Island and district hospitals. By replacing ageing medical equipment, the project aims to strengthen healthcare service delivery across the country.

This assistance is expected to enhance the quality of healthcare services in Samoa, particularly emergency medical care and maternal healthcare. The project also supports the Healthy Islands Vision reaffirmed at the Tenth Pacific Islands Leaders Meeting (PALM10) in 2024 and contributes to efforts towards achieving Universal Health Coverage (UHC).

The Government of Japan remains committed to working closely with the Government of Samoa to support the development of its health sector and improve the quality of life of the Samoan people.
