Exchange of Notes – Japan’s Grant Assistance for the Economic and Social Development Programme (ESDP) for Groundwater resource development related equipment (December 11, 2024)

On December 5, 2025, a signing ceremony was held between the Government of Japan and the Government of Samoa for the provision of equipment related to groundwater development.
Japan has continuously supported Samoa in the field of water resource management through technical training, improvements to water treatment facilities, and assistance in pipeline infrastructure development. In recent years, changes in rainfall patterns due to climate change and frequent water source contamination have posed significant challenges, leading to severe water shortages during dry seasons. Additionally, existing equipment has aged and is no longer able to meet the demands posed by these climate-related challenges.
In this context, Japan’s latest assistance, valued at JPY390,000,000 (approximately SAT6,900,000), aims to build on the results of previous cooperation by providing essential equipment to strengthen the operational capacity of the Samoa Water Authority (SWA). This support seeks to enhance "efficient and sustainable water resource management" and achieve a society where "no one is left behind" by reinforcing the water supply system, particularly in rural areas.
This cooperation is a vital contribution to ensuring the safety and well-being of the people of Samoa and further deepening the friendly relations between the two countries.
The Government of Japan remains committed to continuing its cooperation with Samoa and contributing to the country's sustainable development and security.
